Jeffrey Newgard


Areas of Expertise: State and local taxes, economic development, bio tech and health care.

Personal Interests: Jeff is an outdoor enthusiast and in his spare time, you are likely to find him mountain climbing, backpacking, hiking or at his cabin on Mt. Hood with his two Australian Shepherds. Jeff is also involved in nonprofit organizations supporting people with disabilities and encouraging local underprivileged youth to experience the outdoors, often for the first times in their lives.

Jeff is one of our lobbyists in Salem and leads our State & Local Tax Practice. He draws on his years in the legislature to combine his technical understanding of the state and federal tax codes with his expertise in the legislative process. Jeff has a special talent for translating the tax code into plain language for legislators and articulating the real-world impacts of state tax policy decisions.

Jeff grew up the son of a news director, spending much of his childhood experiencing the inner-workings of the Oregon media. While attending Oregon State University, he served as president of a fraternal organization and worked with student associations, city and county governments, and local community organizations to improve in the Willamette Valley. Also during this time, Jeff led efforts for PUSH America, a national organization facilitating community projects for individuals facing accessibility issues. Jeff remains active in these organizations as chair of the alumni board of advisors. Prior to joining Pac/West, Jeff served as an assistant to U.S. Senator Jeff Merkley in the areas of labor relations and communications.

Jeff has a Bachelor’s of Science Degree in Political Science with an emphasis on Political Economies from Oregon State University.
