Courtney Johnston

Personal Interest: A native Oregonian, Courtney enjoys being with family and friends, staying active, and spending as much time as possible in Oregon’s beautiful outdoors.

Courtney Johnston works as part of the Pac/West government affairs and lobby team. She brings more than four years of experience working in the Oregon Capitol. Prior to joining Pac/West, Courtney worked as the Legislative Aide to House Majority Leader Val Hoyle, where she developed legislative and communication outreach plans on a variety of issues. During Courtney’s experience in the Capitol, she gained unique insights on how to maneuver the many unforeseen roadblocks in the public process and played a key role in building bipartisan support for controversial legislation. Her understanding of the process and players is a great asset to our lobby team and all of our clients with government affairs needs.

Since joining Pac/West, Courtney has worked for a variety of clients from construction to local governments to agriculture, but her work has focused predominantly in the health care field. Courtney has expertise working with providers across the delivery system and much of her work has centered around Medicaid Managed Care delivery. She has been directly involved in managing associations of Oregon’s coordinated care organizations, delivering results in both regulatory and budgetary policies.

Courtney has a Bachelor of Arts in Humanities from Willamette University.
